UPSC Eligibility Criteria: Age Limit, Attempts & Education

Before you buy a single book or plan a Prelims strategy, confirm that you can actually sit the exam. UPSC's eligibility rules are precise, and every year candidates lose an application — or an attempt — to a detail they never checked. The rules rest on three pillars: nationality, age, and education. Here is what the official Civil Services Examination notification actually says.

Nationality Rules

For the IAS, IFS and IPS, you must be a citizen of India. For the other services, the net is slightly wider — you may be a citizen of India, a subject of Nepal or Bhutan, a Tibetan refugee who came to India before 1 January 1962 to settle permanently, or a person of Indian origin who migrated from Pakistan, Myanmar, Sri Lanka, East African countries or Vietnam with the intention of settling permanently in India. Candidates in the non-citizen categories need a certificate of eligibility issued by the Government of India.

Age Limit and Number of Attempts

The baseline: you must have attained 21 years and not attained 32 years on 1 August of the exam year. For CSE 2026, that meant being born between 2 August 1994 and 1 August 2005. The date of birth UPSC accepts is the one in your Matriculation or Secondary School Leaving Certificate — nothing else, and no changes later.

Two points that trip people up. First, EWS gets no relaxation at all — same age band and same six attempts as General; the benefit lies in reservation and cut-offs, not eligibility. Second, PwBD relaxation is cumulative with caste-category relaxation: an OBC-PwBD candidate can go up to 45, and an SC/ST-PwBD candidate up to 47. The notification also gives up to 5 years to eligible ex-servicemen and up to 3 years to defence services personnel disabled in operations, with cumulative benefit for SC/ST/OBC candidates in those categories.

What Counts as an Attempt?

The rule is stricter than most aspirants assume. As per the notification:

• If you appear in even one paper of the Preliminary Examination, an attempt stands consumed — walking out of CSAT changes nothing.
• Merely applying and not appearing does not count. Filling the form costs you nothing but the fee.
• An attempt at Prelims is an attempt at the whole CSE — you do not get separate Mains attempts.
• Subsequent disqualification or cancellation of candidature does not refund the attempt.

Practical implication: if you are underprepared in April, skipping the exam preserves the attempt. Sitting "just for experience" is an expensive habit for General and OBC candidates with a finite count.

Educational Qualification

You need a graduate degree from a university incorporated by an Act of the central or a state legislature, an institution established by an Act of Parliament, or a deemed university under Section 3 of the UGC Act, 1956 — or an equivalent qualification. There is no minimum percentage, no stream restriction, and distance-mode degrees from recognised universities are acceptable. Professional and technical qualifications recognised by the government as equivalent to a degree also qualify.

Final-Year Students

If you are in the final year of graduation, or awaiting results, you can apply and sit the Prelims. The condition is that you must produce valid proof of passing — degree certificate, final marksheet or provisional certificate — by the deadline the notification prescribes for that year's cycle before the later stages of the exam. If your university delays your result past that deadline, your candidature is cancelled even after clearing Prelims, so factor your result timeline in before applying. MBBS candidates who have passed the final professional exam but not finished internship are admitted provisionally and must show completion by the interview stage.

Verify Against the Latest Notification

Eligibility clauses — especially proof-of-degree deadlines and restrictions on serving officers — get fine-tuned in the rules issued each year. The figures above match the CSE 2026 notification, but treat the current year's Examination Notice on upsc.gov.in (usually released in January–February) as the final word before you apply. Read the eligibility section of the actual PDF once, slowly. It takes twenty minutes and removes every doubt second-hand sources create.
