UPSC Application: Filling the Form, OTR & Key Steps

The application looks like clerical work, yet every cycle UPSC cancels candidatures over mismatched documents — and the process changed substantially with the Commission's redesigned portal. Everything below is verified against the Civil Services Examination 2026 notice (No. 05/2026-CSE, 4 February 2026); confirm each year's dates on upsc.gov.in.

One Portal, Four Modules — Where "OTR" Fits Now

The One Time Registration (OTR) idea survives, but now lives inside a modular portal at upsconline.gov.in (printed as upsconline.nic.in in the notice — the same portal). The application is split into four cards: the first three are common to all UPSC exams and can be completed any time of the year; only the fourth is tied to a notification window.

The Universal Registration Number is generated once in a lifetime and stays constant; each exam then issues a separate Application Number. Record both. Creating multiple profiles is prohibited and can get your candidature cancelled.

The Step-by-Step Flow

1. Create your account with an email ID and mobile number you actually check — UPSC contacts candidates electronically; nothing comes by post.
2. Complete Universal Registration, entering your name and date of birth exactly as on your matriculation certificate — UPSC verifies originals at the Interview stage.
3. Fill the CAF: upload your photograph and signature, and complete the live photo capture.
4. When the notification opens (typically late January–early February), fill the examination module — centre preference, fee — and submit.
5. Save the submitted application PDF and note your Application Number.

Photo, Signature and ID: The Current Rules

Older guides still tell you to print your name and the date on the photograph. That rule belonged to the previous system and does not appear in the current notice. What UPSC now requires:

• Photograph plus live capture. You upload a photograph and capture a live photo while filling the CAF. Both must be clear and match; follow the specifications under "Instructions and FAQs > Photos and Signature" on the portal.
• Signature. Sign three times, one below the other, on plain white paper in black ink, and upload that sheet as per the portal's format specs.
• Photo ID. You register one ID — Aadhaar (strongly advised by UPSC), Voter Card, PAN, Passport or Driving Licence — in your URN profile. Carry the same ID to every exam and to the Interview.

Fee and Exemptions

The Preliminary Examination fee is Rs 100, payable by net banking, UPI, or Visa/Master/RuPay credit and debit cards. Female, SC, ST and Persons with Benchmark Disability candidates are fully exempt. Those who clear Prelims pay a further Rs 200 for Mains (same exemptions) within a 10-day window after the result — a window in which every qualified candidate must also log in and reconfirm their details, or they exit the process. Fee paid through any other mode means summary rejection.

Centre Strategy: Apply Early

In 2026, Prelims was offered in 83 centres but Mains in only 27, so plan both choices together. Allotment is "first-apply-first-allot", with a ceiling on every centre except Chennai, Dispur, Kolkata and Nagpur; once capacity fills, a centre disappears as an option for everyone except PwBD candidates, and UPSC entertains no change requests later. The practical rule: submit in the first few days of the window, not the last.

Withdrawal and Corrections: Read Before You Submit

The withdrawal facility UPSC offered in earlier cycles is gone. The 2026 notice is explicit: no withdrawal after submission, and no correction, alteration or modification in any field. The URN profile does carry a one-time update facility, but changes apply only to future applications, never to one already submitted. There is one genuine safety valve: merely applying does not consume an attempt — an attempt is counted only if you appear in at least one Prelims paper. If circumstances change, simply not appearing preserves your attempt.

Mistakes That Cost Candidatures

• Waiting for the deadline — centre ceilings fill and payment failures at 5:45 PM have no remedy.
• A live photo that does not match the uploaded photograph.
• Name or date of birth differing from the matriculation certificate.
• Category or EWS claims you cannot support with valid certificates when verification comes.
• Creating a second URN profile because you forgot the first login.
• Missing the mandatory 10-day post-Prelims window for the Mains form and fee.
• Turning up with a different photo ID than the one registered in your profile.
